How coverage grows
Permit-first, county by county.
Coverage expands one county at a time as its permit source is captured and joined to the parcel roll. Counties shaded pale on the map have no online permit source yet, or one behind a login or CAPTCHA. As those open up, or paid data fills the gap, they move from pale to filled.
